The District of Columbia has a larger population than Vermont or Wyoming, and its residents pay more in federal taxes than any state. Yet Congress retains authority over DC’s budget and can review and nullify any legislation it passes. Still, the DC local government is closer to its residents than in many cities its size. You just have to know the entry points, a few of which are briefly described here.

DC also has a system of Advisory Neighborhood Commissions (ANC), that are supposed to advise the district council on matters affecting them. The council is not required to follow an ANC's recommendation, but they are supposed to give an ANC significantly affected by one of their decisions 30 days notice.
The Telephone Company Condo is in the 6c ANC. They generally meet at 7 p.m. on the second Wednesday of the month, except in February, when they meet on the 3rd Wednesday, and October, when they meet on the second Tuesday.
